Gov. Andrew Cuomo’s Sexual Abuse Cover-Up Scheme Identical to Pedophile Cover-Ups in Catholic Church

Jonathan Carey “Champion for the Disabled” Born September 12,1993 Killed by caregivers on February 15,2007

The pattern is the exact same, keep most reported sex crimes internal and away from the police, prosecutors and the courts and protect the institution

The internal protection and shuffling around of sexual predators and pedophiles from church to church or group home to group home is identical.”

— Michael Carey -Advocate for people with disabilities and their families

ALBANY, NEW YORK, UNITED STATES, November 19, 2017 /EINPresswire.com/ — Sexual predators and pedophiles have run wild, doing practically anything they want with extremely vulnerable children and people with disabilities within these institutions. Sexual predators and pedophiles prey on the vulnerable and those that either cannot speak or those that can be easily controlled and silenced by threats, shame or guilt. Sexual predators and pedophiles seek vulnerable children and individuals with disabilities to rape and violate them. Instead of doing everything possible to remove and jail these criminals, both New York State and the Catholic Church took a stand to protect and shield them and in doing so empowered sexual predators to commit further heinous crimes. The internal protection and shuffling around of sexual predators and pedophiles from church to church or group home to group home is identical.

The huge question that must be answered now is not if these sex crimes and cover-ups are going on, but how many tens of thousands of innocent victims are there within both of these systems?

The only real difference between New York State’s extremely dangerous and deadly mental health care system and the Catholic Church regarding rampant sexual abuse and internal cover-ups is who the victims are. In Governor Cuomo’s system, many of the victims are boys and girls, as well as women and men with developmental disabilities that cannot speak because of their disability. Other victims have Autism, Down Syndrome, Cerebral Palsy, Multiple Sclerosis amongst a variety of many other disabilities.

Everyone knows that violating these precious people is not only illegal, but is evil. Everyone knows that people involved in covering up these sex crimes and rapes are protecting sexual predators allowing them to escape justice and to remain in these systems to violate other innocent victims, which is also illegal, unconstitutional and evil. It is believed that these people in many ways are far more evil because their actions or in-actions allow countless other people to be victimized and severely damaged. It messes people up severely to be sexually abused and raped and in many cases this is happening repeatedly and over the course of many years. Listen to the stories coming out publicly all across the nation right now, almost every day, of people’s horror stories and how the sexual harassment, sexual abuse and the rapes have dramatically affected and damaged their lives. The simple fact is that these people suffer horrendously because of the crimes committed against them.

Governor Andrew Cuomo has had every opportunity for many years to right these gross injustices. Governor Cuomo could have taken decisive actions to reform New York State’s system and culture of abuse following the first New York Times “Abused and Used” investigative news report, but he chose to do nothing. Read this first piece to understand the culture- http://www.nytimes.com/2011/03/13/nyregion/13homes.html . Governor Cuomo did nothing, he took no decisive actions to stop or prevent most of the sexual abuse from ever happening in the first place. Governor Cuomo took no actions whatsoever to stop the criminal cover-ups of almost all of the sex crimes committed against the disabled occurring within the agencies he operates. Governor Cuomo chose to minimize the damages and minimize the problems revealed by the massive New York Times award winning investigative reporting series which was a runner up for a Pulitzer Prize http://www.nytimes.com/interactive/nyregion/abused-and-used-series-page.html .

As Michael Carey, the Founder of the Jonathan Carey, fought to change and genuinely reform the system and to finally get numerous safety and abuse prevention measures and immediate 911 reporting, Governor Cuomo took the adversary position to fight him instead. Michael Carey lost his son Jonathan in this dangerous system and has fought for over ten years since to ensure the protection and equal rights for 1,000,000 people with disabilities in these unsafe facilities and group homes throughout New York State http://www.nytimes.com/2011/06/06/nyregion/boys-death-highlights-crisis-in-homes-for-disabled.html and https://www.nytimes.com/video/nyregion/100000000849083/a-failure-to-protect.html .

This is what is going on behind closed doors in New York State;

“New York State documents obtained through Freedom of Information Law (FOIL) dating back to 2005 reveal that the New York State OMRDD/OPWDD system has a culture of sexual abuse, rape and cover-ups. Thousands of reported sex crimes committed against the disabled are never reported to local police or District Attorney’s and are disappearing within the system that former Attorney General Cuomo and now Governor Cuomo has protected with a vengeance http://www.einpresswire.com/article/414428414/cuomo-has-been-protecting-sexual-predators-for-over-a-decade?n=2 . State data, as well as this well known study found on the State of Massachusetts website titled, Prevalence of Violence, http://www.mass.gov/dppc/abuse-recognize/prevalence-of-violence.html point to possibly one third of developmentally disabled residents within Governor Cuomo’s OPWDD system being sexually assaulted annually. In the OPWDD system of 126,000 developmentally disabled children and adults, many of whom cannot speak to tell anyone anything, there are upwards of 43,000 victims of sexual assaults or rape every year. Try to wrap your mind around the scope of what I am bringing to your attention and the fact that Governor Cuomo is protecting, not stopping this evil.” – Michael Carey

Governor Cuomo knows about these atrocities, he has protected most of the criminals involved and he has taken no significant actions to stop or prevent any of these sex crimes or criminal cover-ups. Governor Cuomo must be investigated and criminally charged as soon as possible. Here is an extensive timeline of what Governor Andrew Cuomo has known about and has protected for over ten years http://www.einpresswire.com/article/414428414/cuomo-has-been-protecting-sexual-predators-for-over-a-decade?n=2

Decisive actions, many of them, have been taken by the governor to hide and conceal these horrific crimes from the local authorities and the media. When such large and powerful entities such as the Catholic Church and New York State take these positions to cover-up sex crimes, the only thing left is to publicly shame them, lawsuits, force them to pay massive payouts to the victims and for the feds to prosecute the big players involved. Here are some damning news reports starting with the Catholic Church and then New York State. These entities are operating identically in many ways and these news reports speak volumes;

Sex Abuse Cost The U.S. Catholic Church Nearly $3 Billion According To Report By Bishops Conference

The Guardian in March of this year reported that the Catholic Church in New York State alone borrowed 100 million dollars to settle with sexual abuse victims, the title of this news story is, “New York’s Catholic church seeks $100m loan to pay sexual abuse victims” https://www.theguardian.com/world/2017/mar/01/catholic-church-sexual-abuse-victims-payout-loan-new-york . The story starts out with this first short paragraph;

“The Roman Catholic Archdiocese of New York is seeking permission for a $100m mortgage on some of its valuable Manhattan property to fund its compensation program for people sexually abused by its priests, a spokesman said on Wednesday.”

The pedophile and former New York State employed caregiver mentioned in the extremely disturbing news story below, who was eventually caught in a federal porn sting, called New York’s system controlled by Governor Andrew Cuomo “a predators dream”

Here is the direct quote from this AP News story written by David Klepper;

“New York State is paying $3 million to the family of developmentally disabled boy repeatedly molested by a staffer at a state-run group home who later wrote that lax supervision at the facility made it “a predator’s dream.”

It’s all about power, control and the money and hardly anything about providing safe care and services for the most vulnerable with disabilities. Almost every imaginable safety and abuse prevention measure still is not in place to protect people with disabilities in residential care facilities and group homes. The 911 call systems are being purposefully bypassed regarding sexual assault crimes and rapes to keep local authorities from being notified and able to help the victims and assist them receive some form of justice.

Hiding and concealing information and documents from authorities and the general public is the next key to this disgusting cover-up scheme and this is the path that Governor Cuomo chose after the New York Times “Abused and Used” series which used State documents obtained through FOIL in their exposé http://www.sandiegouniontribune.com/sdut-cuomos-office-tightly-controls-public-records-2014oct23-story.html.

This is directly quoted from this story exposing Governor Cuomo’s actions to conceal information of cover-ups of sex crimes and many other crimes and deaths;

“Gov. Andrew Cuomo took office four years ago promising the most transparent administration in history, but journalists and advocacy groups say his office instead tightly controls requests for public records on anything controversial and routinely delays or denies their release.

For decades, responding to requests under New York’s Freedom of Information Law was the responsibility of individual state agencies. Current and former state officials say that began to change a year into Cuomo’s administration, and now such requests are often routed through the governor’s legal counsel.

Travis Proulx, former director of communications for the state Office for People with Developmental Disabilities, said the shift was a reaction to an embarrassing story — a 2011 New York Times series on abuse of the disabled in state care that was based largely on public records.”

You must watch the Academy award winning movie – “Spotlight” and you must understand that almost the identical cover-ups of sexual predators and pedophiles are happening in an astronomical scope with Governor Andrew Cuomo’s mental health agencies.

This is not just Michael Carey and the Jonathan Carey Foundation exposing New York State’s extremely dangerous mental health care system and the fact that Governor Cuomo did not fix any of the severe systemic failures, the New York Times also makes this claim. In August of 2013, the New York Times Editorial Board blasted Governor Cuomo for doing nothing to ensure proper police reporting or installation of surveillance cameras following the New York Times “Abused and Used” investigative reporting series http://www.nytimes.com/2013/08/10/opinion/protecting-the-most-vulnerable.html .

Some direct quotes from this New York Times Editorial;

“Two-and-a-half years ago, The Times reported horrifying abuse of people with developmental disabilities or mental illnesses by state employees, who were rarely punished for it. Gov. Andrew Cuomo promised action. But too little appears to have changed.”

“There is much the governor could do. He could require surveillance cameras in these facilities, just as prisons have them. He could make sure that the police get more involved.”

There are distinct reasons why Governor Cuomo looked the other way and why he continues to cover-up most rapes within his system; they surround public exposure and shame, massive amounts of money, billions of dollars, as well as power and control. These are the same reasons why the Catholic Church hierarchy did the evil they did. When you do not have sufficient vetting of staff, insufficient staffing levels, lack of surveillance cameras and an entirely internal structure of reporting sex crimes, and all crimes, that bypasses the normal criminal justice system, sexual predators can literally do anything they want and they do. Remember these words spoken from a convicted pedophile of Governor Cuomo’s system calling it “a predators dream.”

No longer can 911 and local police be bypassed. 911 call systems must be immediately called by all mandated reporters regarding all sexual abuse and obviously all other crimes and medical emergencies. Please donate and support this vital Civil Rights Movement for the disabled and their families, but also for our country and the world, the maltreatment and unequal treatment of the disabled is an international societal problem that must be addressed now. People with disabilities are equal and just as valuable and precious as anyone else- period. http://jonathancareyfoundation.org/donate/
